indicates under para. 11. that there are two types of viager, one whereby the "crédirentier" still lives in the property in which case he/she pays for repairs, taxes, etc...(the acquirers buying as an investment), and the other where he/she lives elsewhere, in which case it's the acquirers who live there and are liable for everything.
I don't know about medical details, para. 3 gives some info.
I wouldn't advise a non-French buying en viager, much too complicated and uncertain!

I'm not a gambler, but if I was I'd put money on the acquéreur (débirentier) not being able to see copies of the crédirentier's medical history.
Not that that would change a great deal though as I read Par. 3 as saying that the sale would be null & void if the crédirentier dies within 20 days of signing the contract, from a disease he was suffering with up to that date. And furthermore if I understand correctly, the sale must be dependent on an uncertain event, namely the life-time of the crédirentier.
