Just send it by post. My mother-in-law is always sending us cash through the post and it has never gone missing. Its normally inside a card, so you can't see that it is in there if you hold the envelope up to the light.
If the paperwork is that important and worth more than the ten pounds, I would send it recorded anyway, so no problem.

Curious, why is not allowed? If it goes missing its your own problem.

which goes back a couple of years confirms what I say.
French OH would never send cash through the post - he'd send a Mandat if for some reason the addressee didn't want a cheque.
On the other hand, he's never had the problem of sending birthday money to the UK by post...
