Suggest you start with docteur camborde
She is a really good generaliste and not too far from St Cyprien, she may be able to help you with a psychiatre and possibly a dentist.
A google search gives me https://www.doctolib.fr/dentiste/toulouse/nicole-garbarsky looking at her bio, she has trained as a periodontist in New York which is highly unusual and a very good sign of her being an excellent dentist.

There is an English speaking shrink in 31220 Cazères but I forget her name, it's 50km from Toulouse.

HERE's a list of some of the specialized psychiatrists and related personnel in Toulouse.
I'd suggest at least a phone call asking in French (just out of politeness - as you are in France) if the Dr speaks English and take it from there.
Regarding general practitioners, I remember on my first, short-term assignment in Toulouse, not speaking a single word of French, and needing to see a doctor, after an evening of swatting up, I went along to one nearest to my flat armed with an English/French phrasebook. It was a bit like a tennis-match, but we both got our messages across, and I came out of there feeling very proud of myself indeed. In fact it proved to be just the motivation I needed to get stuck in and start learning very basic French. The 2nd (even greater) motivation was then to attempt to get my messages across to the mademoiselles. But that's a whole different story.......

Dr Pierre Lamy in Cornebarrieu is bilingual and may be able to recommend someone in Toulouse, not sure if he works out of CHU Purpan anymore but he used to.

If this is for your wife, can't you accompany her, at least for GP/dentist visits? I can understand that a psycho/psy needs to communicate directly with their patients, but for anything "physical", you could interpret. The GP would probably be able to refer you to an English-speaking specialist in your area.
If it's for your family (as per your recent thread), then your mother should really think hard about coming to live in France if she and the children don't speak French.
