control Technique
There seems to be alot of discussion, and cannot get a straight answer as to whether a 3 and a half year old car needs a control technique done before visiting the prefecteur. Does anyone know?

sorry just spent a fruitless 2 hours trying to conect my sons new computer to the internet... a problem we have every time we try to connect a new computer.... and now have to pay someone tomorrow to do it

Can this form be collected at the town hall local to us, (marie office)?
I have read that if you have all the relevant documents this form doesn't need completing? We will have our COC/registration docs/proof of purchase etc and don't need to get this form completed?

You will always need a quittus fiscale and it is the first document you should obtain as it acts your authorisation to drive the car whilst completing the rest of the formalities.
A car does not require a CT until 4 years after it's date of first registration but as it will be due in 6 months or so why not have it done anyway and get it all over and done with in one hit. Driving without a CT sticker can sometimes attract unwanted attention from le flics

Under the heading of Controle technique.
If you buy a car without a CT does one have to obtain a CT before re-registering in one'own name. I found out that you can assure the vehicle for the purpose of getting to the stantion but that's all.

But if you mean an older car, it would be foolish to buy it without a valid CT.
We took out an Assurance au Kilométrage once, but it turned out to be almost as expensive as a normal insurance, so changed it.

Yes its older than four years 1992 in fact, there are in fact many cars sold in France without CT and some even expect the same money. It is not illegal to sell without CT, but to re-apply for CT one has to be sure of the procedure.

According to the strict letter of the law when selling a car it should have a CT with at least 18 month left and clearly, in terms of maximising a vehicles value, it's in a sellers interest to provide that but in the real world if you don't, or you can't because it's failed the test, if you come to an agreement with a buyer it's really nobody's elses business and certainly nobody is going to come looking to prosecute you for it.
Depending on the exact circumstances the usual caveats about 'vice cache' may still apply though so whether selling with a CT or not never be tempted to deliberately hide or disguise faults.
When it comes to registering you MUST have an 18 month CT, no exceptions, without it you will instantly get knocked back at the prefecture.

It doesn't matter when it was last done and you would only incur a fine if you continued to drive after it had expired, it really is no different to a UK MOT.
Writing 'vehicle sold without CT' across the carte grise is meaningless and has no legal standing. If you want to sell 'as seen' you would need to both complete and sign a document like this:
