We are a Yank/ Brit couple buying a holiday home to spend 3-4 months each year North West of Albi. We would like to have a car for some of this time. Renting from the commercial companies and leasing new cars are expensive.
Do local garages lease vehicles to people ?

In answer to your question, not that I know of, but all Supermarkets rent vehicles relatively cheaply, if you don't mind "Super U", "Mr. Bricolage" or the like splashed all over yours!

Not cost effective if your putting any millage in as they charge per km after a certain amount

It sounds like you've already looked at the lease/buy back scheme for non-EU residents offered by Renault and Peugeot?

For terms of longer than a month they work out considerably cheaper than a rental. Nonetheless if you're talking 3-4 months/year on a regular basis it'd be more cost effective to buy a moderately priced second hand vehicle.

We did last year paying a bit under $5K euro for a 5 year old Citroen C4. Even with year round insurance thrown in it was cheaper than leasing for the 5 months we were in France in 2013 and it'll (hopefully) still be there when we go back this summer..

Edit: I'm guessing you don't reside in the EU? If you do the buy back option isn't available anyway.
