Definitively get a local sim. Doing this 'stuff' for a while now, I'd recommend:-
- Pay as you Go SIM card to be put in her phone whilst in the UK (if you want the contract, great, but it's not easy to get out of them if she comes back quickly)
- Set up Skype On The Go. You don't need data plans or any of that - I use it all the time to call France when I'm in the UK. Skype give you a number to call in the UK (landline) and you set up favorites. When your daughter dials the number, it recognizes her mobile number, and just asks who she wants to call. The beautiful part is ALL CALLS ARE FREE TO ANY EUROPEAN LANDLINE. So...she'll pay the local charge to a landline (nothing really..) and she can call you. You can also set up mobile numbers, and pay a small amount. I'm not selling this service, I've just used it A LOT and it's by far the best for my circumstances.
