What's the percentage of aerospace/defense software engineering jobs in Belgium that require a security clearance?

If most of these jobs require a clearance, how easy is it for a foreign national to get a clearance?

I'd also like to know the same for other countries in western Europe, but I'm asking about Belgium in particular because it seems to have lots of the type of work that I do.
