Default Retracting a wire transfer - is it possible?

I salesman for a brokerage firm said there would be no inbound or outbound wire transfer fee. After opening an account and sending money, not all the money arrived. Not only that, but I find out after talking to tech support that the broker has established a relationship with their bank (Natwest) to siphon money that enters and leaves the brokerage. Now my money is trapped at the misleading brokerage.

Is there any way to order a cancellation of the wire after it has executed?

What is the relevant regulatory authority, when money is wired from a Belgian bank to a British broker?
