Default restricted licence?

hi all, what is a restricted licence and how do i get one? how do i get a licence of any description! I been here 5 mnths and have been working unlicenced but at some stage am going to need the proper ticket. Most sparks i know out here dont have one either and no-one can give me a straight answer. Theres loads of info on other states but i need to know what to do in Sydney, NSW as from what i gather it seems almost impossibe! What is the department i have to speak to? someone once mentioned some institute of electrical engineers? anyone got a phone number or address for these people? cheers.
