If the old assessment was issued as ARTC, or cert 3 there are other options. Otherwise you will need to do OTSR with Vetassess, Vic Uni or Future skills. Have a look for the old assessment and see what it says, but NSW do seem to have an issue with assessments that are not OTSR - you could also check with another state to see if they would issue a license and then switch to NSW on mutual recognition - SA accept ARTC and wiring rules from PEER for full license
