you wont be able to get your qualifications transferred doing it the way you are now mate, you shall have to apply from the UK to Vetassess for migration & also at the same time apply to TRA for a certificate of skills recognition you can expect this to take about 2 years all up, i can tell you now no Tafe shall let you enrol for a electrical course without the TRA certificate.

you wont get your trade assessed from Australia you must apply from the UK to Vet & also the TRA, you do a trade test in the UK via VET, then you can apply to the TRA for trade recognition once you have done that & you get the OK to migrate you can come to Australia & do the Aussie electrical top up course then after completing that you apply to sit the energy safe exams for the full license.
you cannot do any courses from Australia until you get the migration clearance from VET. when you apply to the TRA you must apply from the UK & the same for the VET application. you simply wont get on any Tafe courses without the TRA cert.

once passed then you wait for the application to complete then you are issued with a permanent visa for migration, however i would be applying to the TRA for a trade recognition of your past skills & certifications well before you leave the UK.
once you have gone through VET & you have the TRA then from Australia you can apply to a tafe in the state you intend to reside in to do the electrical top up course then after that you apply to energy safe to do the state electrical exams.
Its illegal to work in any state in Australia without a full unrestricted electrical license its as simple as that.
I would have thought you would have made some enquiries before leaving the UK to come to Australia regarding the licensing of UK electricians.
Please do remember the VET & TRA certification is NOT in anyway a license to perform any work in any state.
The estimated time frame from 1st applying for migration to getting the visa for migration is about 2 years, then depending on the state you shall be living in you can expect another 6 to 12 months of either night classes then the state exams.
however a couple of states do have some courses full time like Perth do a 2 week all day course & PER in SA also do a 5 days course, however you must have the TRA & be a permanent resident in Australia to go down that route.
