I think it is still possible to get the skills recognised under ARTC, but NSW don't offer a pathway to licensing with an ARTC. I would advise getting ARTC, doing the PEER course in SA, and getting NSW license under mutual recognition.

I did speak to fair trading at one point, but all they could suggest for anyone in NSW is to write to the home building licensing manager - couldn't even give an email address for them.

I think Rinkerdink did the route above - and I know of a Czech sparky who had to do the same route because Fair Trading wouldn't recognise his ARTC - and he couldn't do OTSR as from the wrong country. If your friend does go for PEER, let me know and I can lend him/her the books :)
