Does anyone know how a SIPP would be taxed in Cyprus?
I understand that an option is a flat 5% for any income you draw but what about capital gains and dividends within the SIPP?

You are complicating things. Pension is pension, never-mind CGT or DIV. Tax is due on draw.

UK pensions are taxable solely in Cyprus. This is thanks to the UK-Cyprus double tax agreement. Foreign pension incomes receive special treatment. Your pension should not be taxed twice.

Options:
  1. Opt to pay a flat rate of 5%; you have an allowance of €3,420.
  2. Add pension to your annual income. Taxed depending on what bracket of the income tax scale you fall into.
The UK and Cyprus signed a Double Taxation Convention on 22 March 2018 in Nicosia (“the 2018 Convention”). That Convention is now in force and will take effect for pension income received on or after 1 January 2019. It replaces a Convention with Cyprus which was signed in 1974, and updated in 1980 (“the 1974 Convention”).
