Default UK permanent residence (ILR)

My (same-sex) partner applied for ILR on the basis that we have lived together outside the UK for more than 4 years. He has now been given a sticker in his passport which reads SETTLEMENT TO JOIN/ACC PARTNER(KOL REQ) + my name. This seems to be a kind of conditional ILR.
KOLREQ means Knowledge of Life in the UK certificate required. He will do this when we get there but we would like to know what is the procedure for converting this to full ILR. If he has to go through all the rigmarole of filling in their form SET(M) and pay £900 it looks like a lot of duplication as it calls for much of the same information that has been supplied before.

Yes, that is the process to complete SET(M) after obtaining a pass in the Life in the UK test. From April, the cost will be £972 for a postal application.

Yes, you have to basically reapply for a new visa all over again once your partner takes the KOL. Getting the visa that has a KOL required endorsement allows him to take the KOL right after entering the UK and file the SET(M) without being in the UK for the required 2yr residency period.

Many thanks for your prompt answers. That helps a lot. I had hoped that there was an easier way but in any case it is better than having to wait 2 years before applying again. At first he was granted just the leave to enter which would have meant a 2 year wait to reapply but as a result of asking for a review he was given settlement with KOLREQ.
