Please help Born outside the uk to parent with ILR
My girlfriend was born in nigeria in 1993
her dad at the time of her birth had ILR
and didnt apply for a British passport until 2003
can my girlfriend still apply to be a citizen?
as she wants to move to the uk to join her dad

Her father was not a British citizen until after her birth; she was not born in the UK.
I would say that she is not automatically a British citizen and would need some sort of registration process to do so.
However, I'll leave it to BIP to provide all the details.
