Default Applying for a British passport having entered country on different passport

My child (now an adult in fact) has dual nationality. Presently, she lives and has passport issued by country X. When we migrate to the UK, can she enter on her foreign passport (presumably as tourist) and then apply for British passport; that is, from within the UK? She will be moving permanently to the UK.

Issue arises because we might have a problem getting counter-signatory for the photo. Don't know any Brits in country X. We had British friends but they moved back to the UK.

That would depend on which country issued her passport. If she requires a visitor visa then no, she will need to apply for her British passport before coming to the UK.

She does not need a visitor visa. She has in fact visited the UK several times on holiday with me. So, presumably, it should be okay to apply from within the UK?

Possible but not advisable unless she holds an EEA/EU passport as she can still be refused entry if she intends on staying in the UK permanently.

Presumably we can still use a friend who is now living in the UK as a counter-signatory even though we live in country X? We remain in close contact; they have visited us here in country X and we have visited them.

Are there are rules that the counter-signatory has to be living in the same country?

I took this from www.gov.uk.

If you are applying from outside the UK, it does not seem to preclude using a countersignatory based in the UK.
