Default Legal guardianship for 3 week language school

Hi everyone,
just popped over from the USA section...
my son is enrolled in a 3 week chinese language school in Beijing. One of the things they have listed as "optional" that they are advising us to get is a guardianship package for our 16 year old son. This would give them the right to sign stuff on our behalf if he had an accident etc.

It's pretty pricey at US$600 for 3 weeks so I wondered if this is really necessary considering he will have really good travel insurance?
