Work in Nova Scotia

A question of curiosity. I am a Canadian citizen who immigrated to the U.S. in June of 2002 to marry a USC.
My husband's USC friend married a Canadian woman back in 2000 in the U.S. They left to go visit her parents and kids back in Nova Scotia without filing the necessary paperwork with U.S. Immigration. She was refused entry back into the U.S. He figured he was doomed (meaning she would never be able to come to the U.S. - long story) and so he gave up his job, his home, future pension in the U.S. and moved to Canada. Fast forward to the beginning of 2003. He got his residency papers and was authorized to work. Bear with me, I have no idea how Canadian immigration works when it comes to spouses, only know about the U.S. immigration. Anyhow he claimed he could never find work up around Halifax, Truro area. HIs wife never worked, I believe she was/still is on welfare (?). He returned back to the U.S. in August 2003 and didn't finally find work until about a month ago where he is working as a gas station attendant. Economy not good where we are. He had come back in the hopes of obtaining employment and to try and petition for her to obtain a visa. Actually he is doomed because he doesn't meet the wage requirement unless he gets a co-sponsor and she has had two previous convictions in Canada which I think have done her in. He says he will not return to Canada to live.
The friend claims that the people up in the Nova Scotia area do not like Americans and he feels this is why he couldn't get a job. I just wondered if anyone living in that area had heard of that or is it simply because the job situation is not good to begin with. This guy is 54 years old and was a professional truck driver before.
