Thats just plain confusing. If you were born in England how did you lose Uk citizenship.? If you werent born in England, how are you English?
My family moved to Lebanon when I was a kid. I am English By descent. My dad is British. He was a citizen.
Are you VERY accident prone, or have you not figured out to use the urgent care clinics for access to a doctor for non urgent stuff.
I'm actually not dumb enough to visit the emergency when I have a cold or a relatively minor emergency.

But as a statement of pure fact, the boy's right I suppose. There is no law restricting Englishness by descent...not that it means anything.
My wife, whilst not British by descent - because that is a legal term - is Welsh by descent (albeit by a few centuries). I shall have to tell her.
