When to send application?

We are applying for PR and as we live in the US it will be through Buffalo. We have all our documents together except for the police certificates from the US and UK. My question is: do we have to wait for these before sending the application to Buffalo, or will processing be faster if we send the application now and then send the police certificates later?

I really feel sorry for George. He posted this one more than three years ago and still hasn't got an answer.

If george is still waiting, I'd suggest that he get the police certificates before submitting the application, but I suppose they wil have arrived by now anyway...
