Only those approved at CIO Sydney are counted in the Cap. If they are refused at the overseas office, they are still counted towards the Cap. CIO is the gatekeeper for the Cap.
Hmmmm, very odd. We were told it was a max of 1000 complete applications per NOC code received at CIO (even if they were complete but didn't pass initial checks at CIO i.e. payment was rejected), not approved applications only.

Curiouser and curiouser.
