NAFTA applies to goods manufactured in Canada, USA and Mexico. There are no customs charges and duties on these items. However, you may have to pay a fee to a freight company to process the cross border transaction.
Anything manufactured outside the NAFTA countries may have customs duty applied when you import it into Canada. If you buy a Chinese made TV in Future Shop for $1,000, the price includes the duty when it was imported into Canada. Say $500 (import price) @ 5% = $25.00 If you go to the US and buy the same TV for $650 that price includes the duty when it was imported into the US. Say $450 (import price) @ 5% = $22.50. Unfortunately, because it was not manufactured in a NAFTA country you have to pay duty again when you import it into Canada. The duty is now based on the price you paid so you will pay something like USD650 * 1.27 = CAD825.50 @ 5% = $41.28. You will also pay GST and, depending on your province, PST. Also, depending on your province you may have also paid the US state sales tax. |

Consumer goods are priced to maximize the sellers profit objectives. Costs, including taxes, have little influence on the selling price.
Edited to add: The thought process is not "this costs x to make, lets try to sell it at x + 20%". Rather it is "the punters will pay y for this if we market it this way. Can we make it for y less 30% or better? Yes! Go for it". |

If we'll pay it, they'll sell it to us at that price. If we won't, the price will either come down or the company will go bust, in theory.
