Depends where they come from and where they go. Someone from India moving to Chinatown would likely find it different from home whereas someone moving from America to rural Ontario would just find the TV a bit lame, hardly a culture shock.

So in other words, yes, most people do have culture shock, and I don't mean dairy or poultry products. Of course Americans wouldn't have culture shock in Canada.
