what's next on the new immigration law?

Hi, Experts
Bill C-11 received Royal Assent on Nov.1st. As for the implementation date - it hasn't been published yet, same with transitional provisions.Can any expert predict when the new procedures will be annonced and implement according to your experiences and public press?
and what's the difference between the law has been published and transtion ? Which we immigrants should follow?I read the newspaper in my language which said it might be announcced around Xmas and implement by 6/28/2001. any comment for this information? Hope everything about the new law will be definitized soon !

The target date for implementation is 28 JUN 2002. The regulations are = targeted
for mid December. So we will have to wait until then to get a = good picture of
what to do.

However, people should be a little cautious. It may be that the Act and =
Regulations are applied retroactively. This means that those who are = taking a
chance with current rules may have a surprise (postive or = negative) when assessed
under new rules.

It seems unfair and should certainly not stand from a natural justice = point of
view, but it is true that many laws are made retroactive in = effect.

In this case though, you have a government with a website actively = promoting a
service they know full well may not apply.

This leaves a big question mark on what to do. And, maybe this is just = what they
want. Last thing they want is a rush to apply before rules = change.

I found the following on cic webside:"The Government of Canada passed Bill C-11, now the Immigration and Refugee Protection Act, on November 1, 2001. This new legislation is scheduled to be implemented on June 28, 2002. Canadians will be able to express their views on draft regulations during the pre-publication period, which is expected to begin in December 2001"
How long is for pre-pubilcation period? From Dec.1st to when?
