New-ish house? What was there before the houses....a landfill? Reclaimed industrial land? Something similar? I think I've seen a contraption like that over this way, to vent gas (or something) from what was originally under a new housing estate.

Landfill, i hope not. Not it was just fields as far as I am aware.

I'd go to City Hall and check, if you don't get an answer from someone. Dormant landfills are usually grassed over for a few years and look like fields. :ohmy:
