What if i have 73 or 74 points.
is it 75 the minimum passing marks. What if i have 74 points. Will my application still be considered.

Yes, But it will be left to Immigration officer's discretion and I read some where
only 1 out 16 cases is usually rejected for lack of points. If they stick to 75
points they can not even make 100,000 PRs/year.

Well.. I check the canadian immigration website and it says if you are below pass marks then you will not qualify. I want to make sure that should i apply if i have 73 or 74 points or not. Has anyone qualified under new rules with points below 75.

You heard wrong - only less than 2% of cases are historically approved on the
discretionary basis. There are plenty of cases with 75+ points already pending and
new one are still coming - so, Canada will have absolutely no problem meeting it's
annual immigration targets.
Law is pretty strict - pass mark not reached means refusal, unless processing officer
with the consent of the second officer decides that number of points awarded is not a
sufficient indicator of whether the skilled worker may become economically
established in Canada. And again - it will be less than 2% of such decisions, if that
"many" at all.

Then why is it they are proposing to reduce the mark to 70 in March 2003?
