The areas that are experiencing summer? My dear old aunt in Kits said "when you look out the window and you can't see the mountain, it's raining. When you look out the window and you can see the mountain, it's going to rain.

North Shore tends to get more, and Richmond tends to get less, and everywhere else is in between.

The further north in Metro Vancouver you are, the more it rains. North Vancouver, West Vancouver, for example - get the most rain. The clouds get caught by the mountains, and that's where they dump the rain.
Vancouver, Burnaby, etc. get less rain/cloud cover, and more sunshine.
Richmond, Delta, Surrey, Langley, etc. get even less rain/cloud cover, and even more sunshine.
Tsawwassen, White Rock, South Surrey, South Langley - get the most sunshine.
Another factor is that the closer you are to the water, the more mild the temperatures you have. Vancouver, Richmond, Ladner, Tsawwassen experience mild summers and winters. East along the Fraser River in places like Langley, Abbotsford, Chilliwack - it can be up to 5-7 degrees Celsius warmer in the summer, and 5-7 degrees Celsius colder in the winter.
General rule: north = rain, south = sunshine, east = hot/cold, west = mild

The whole of the North Shore from Howe Sound out to Hope are wetter than the lower wider parts of the valley.

Not quite. Mountains cause the clouds. Moist air masses are forced up by the terrain, the air cools as it rises, condensates to form clouds, when this reaches saturation it precipitates. Which is why many mountainous regions get more rain or snow.
