I am wondering how difficult it is to get HRDC Validation Exemption using R20 (5)(e)(i) - in particular exemption code E19 - significant benefit to job opportunities for Canadians?

You didn't provide any information to assess the situation. The exemption you are
asking about falls into wide discretionary power of processing officer, although
certain criteria must be met in order for the officer to consider it. The most
important factor is that applicant's admission must result in spin-off benefits which
will make a significant contribution to important sectors of our economy. Only if
such spin-off benefits are clearly defined and proven then officer may consider
granting the exemption.

Thank you Mr Miller. The position is as a General Manager for a First Nations Development Corporation - with an emphasis on employment creation and economic development.

It will be rather difficult as issuing EA for such position without HRDC validation
will not result in spin-off benefits which will make a significant contribution to
important sectors of our economy. For example a business person without intention to
immigrate permanently to Canada but wanting to establish a Canadian branch of his/her
foreign company and wishing to work temporary here in such branch while creating jobs
for Canadians may be considered for the validation exemption. Working as a General
Manager for existing Canadian business will not result in beneficial to Canadian
economy spin-offs. You may try but I don't see a lot of chances here.

Good points, but I have seen and heard of a lot of different cases going = through
you just would not think should.

You're right Berto, I've seen also strange things happening and this is why I
wrote that the original poster could try and may get lucky, although I wouldn't
