US SSN for US Citizen born in Canada

Has anyone recently been able to get a US Social Security Number (SSN) for a US citizen born in Canada? My grandson was born in London, Ontario and it seems there is a field office that deals with this scenario in Fort Gratiot, MI - just across the border from Sarnia, ON. However, I can't get anyone to answer the phone - I keep encountering very long wait times and have to give up. Apparently SSN applications for US citizens born in Canada used to be possible through special offices in US embassies/consulates in Canada but it seems that is no longer an option for Canadaian residents.

If you can’t get it, we may be able to accept your child’s: • Certificate of Birth Abroad (FS-545). • Certificate of Report of Birth (DS-1350). • Consular Report of Birth Abroad (FS-240). • Certificate of Naturalization. • Passport.
