Are the Immigration Authorities "already" (as per the current date)
implementing the new law (passmarks : 75) on the files received before Dec 17 2001 for clearing the backlog even though the proposed legislations are still under dispute? Please clarify.

There will always be rumours about offices that are applying the new = rules or
perhaps holding applications to be dealt with later.
I would like to think that the vast majority of Canadian visa officers = are honest
hardworking individuals and just want to do the best they = can.
But sometimes you call a visa post and the person answering the phone = may not
always give the best information. The person may say that the = reason for delays are
the new laws and really not explain what they mean = by that. They may also say that
the officers are using their descretion = (in reference to what to do about cases and
the new law). =20
Taken out of context or without complete explanations, these seem to = indicate that
some offices are doing things the aught not.
--=20 Good luck,
All opinions expressed are IMHO, not anyone else's
