It's not the same. You can be a UK national and not be a British citizen. There are around 4 million non-citizen British nationals.

I understand that but how do you know in what context they are using the term "UK National" unless you see the form? Not everyone is familiar with the nuances of British nationality/citizenship. To most people, nationality and citizenship mean the same thing.

If the form only has "UK National" as an option, then to me that's the same as "UK Citizen". I haven't seen the form and the OP didn't mention that UK Citizen was an additional option - he presented the one question he was asked.

If the form has "UK National" and "UK Citizen" as separate options then that's a different scenario.
