Default Is it true : No Transfer of Application

It seems there is no provision for transferring your application from one Visa Post to another visa post under new regulations?
Source of Information : My lawyer in Canada.

IRPA state where applications can be made and what to do if an application does not
meet requirements.

Since visa posts will be returning the complete package to applicants, I suspect
there would be no need for transfer.

When manuals come out and memorandum start appearing we may have more information on
this subject.

New manuals and memorandum do not have additional information on this subject.

Since this is all new, we may expect manuals and memos to be release in boat loads.

If you have access to manuals now, I would be interested in looking at them.
