TN Visa

I was wondering, can an indiviual with PR apply for a TN Visa or does one need to be a Canadian Citizen to do so.
How long is the TN visa valid ?

TN is for Canadian / Mexican citizens only

The provisions of NAFTA currently apply only to citizens of Canada, the USA, and
Mexico. Canada also has a similar agreement with Chile (CCFTA). Additional
