Time to ask for help :) - points system

Just received the letter from Bufallo that my file has been transferred to NYC. It said that it's unlikely that my case would be resolved before March 2003
I thought they would just give the ordinary time frame of expecting the letter from NYC Counsulate (like 6-7 months or so). Anyways - therefore, I go by new selection factors rules, according to which I get only 69
and I would need 70. My question is - do the officers still have the authority to give the adaptability judgement points? I just need one
Or that's it - no 70, no you? On the previous selection scale I didn't get 70 points as well - but officers had this max. 10 points to give based on the interview results. What about now? Any advise would be appreciated.

Oh, forgot to tell - I have applied in July 2001, got letter of assessment requiring inteview in June 2002.

How long dose Buffalotake to transfer your file to NY. Have you received letter from NY?
Anyway, you have click the wrong forum, not Canada, but Canada immigration. I think you can get help from Mr. Andrew there.
