Staying in Italy longer than 6 months after landing

Hello All, my brother got his Canadian green card in August, 2001. He made a trip to Toronto in October, therefore the landing, and went back to Italy in November. He's currently looking for a job in Toronto but would like to keep his job in Italy before he gets one here.

My question is, can he obtain a permission to come back to Canada after 6 months after landing? He asked the Canadian Consulate and they told him that he could not apply in advance. What he could do is stay in Italy and apply when he's ready to move back to Canada. Of course, his application can be denied. The thing is, that's too much a risk, don't you think? What are the channels for applying for a reentry permit before his 6 months time expires?
