The standardised tests aren't for the benefit of the individual child at all but are just a means to obtain KPIs for schools. As you say you would know beforehand how the child is doing anyway.
But, I have issues with how that information is used so we end up right back at the beginning again.

Do you mean the way the information is used by the education authority/government or after its been published by the government and used by others?

Interesting interview with Margaret MacDiarmid (BC Minister of Education) on CBC the other morning. One phrase I particularly remembered was her saying that parents would be "just silly" to base their choice of school on the FI rankings.

A different article:

MacDiarmid says it's unfortunate the Fraser Institute uses test results to rank schools because it should not be the only way to gauge how well a school is doing. She says it definitely should not be the only way to rank schools. "If you look at what goes into making a school great, there is so much more to it than that. There is special programs and great teachers, and all kinds of things that make a school a good place."

In context, MacDiarmid is a minister in a Liberal government. The BC Liberal party (nothing to do with the Federal Liberals) is pretty far right and exactly the sort of party you would expect to like the things the FI advocates.
