Spousal 'open' work permit

I am in Canada on a student authorization and my wife is with me as dependent on a visitor visa. Can anybody tell me in case she wants to apply for an work permit (former EA) is or is not a job offer required?
What actually means 'open' work permit?

The Regs do not seem to imply that a job offer is necessary. I guess we will have to
see what the manuals say. (if they ever let us see them)
