skilled workers immigration

Dear Sir/Madam
I have prepared my application for immigration to Canada as a skilled worker. I get into the CIC website to get the guide for the federal skilled workers and there was a notice saying that we advise skilled workers immigrants category to wait for the new guide for skilled workers immigration.
My application is complete now and I am thinking to send it, do I think I should wait or go ahead and send it now, and if I send the application would they treat my application according to the regulations that has to do with the date the application was received

If you are preparing your application with similar attention to details as your
browsing through CIC website then good luck, you'll need one...
