I quickly googled it and got this thread at the top. Not sure what to make of that.

I also have heard however that Flink Flonks are at least tuppence ha'penny less in the UK than Canada. That was from a guy who lives in Australia so can't vouch for it.

One assumes the term is a synonym for love handles, although for the life of me I can't quite understand why they're that much cheaper over here.
