My daughter is 19 , she's finished her A Levels and would like to go university once my family and i have moved over to Ontario (with my husband's TWP) Does she need a study permit to do so? Or is it all covered by the TWP?

If you wanted your son (or he wants to rather) do more schooling to upgrade another option is to attend Cegep in Quebec (An english cegep because I assume he doesn't speak fluent french--tho i could be wrong) and that is 2 years. That's the equivalent to leaving school at 16 and doing 6th form. Non Quebecois can go to cegep for a price--albeit a far lower price than university. Students there are 17-18.

I see you are hoping to move to Ontario...my daughter attended U of T as an international student. If you are not an Ontario resident then she will require a study permit and she will be charged international fees. To obtain an international study permit you will have to show you have the means to finance your daughter for the duration of the course. The university's health insurance is also mandatory. Once you become a resident of Ontario the reduced resident fees will apply...I think you need to be a resident for 6 months (not sure of the timescale) before this will kick in.

From what I understand York has a good art program. I have an acquaintence who was (and perhaps still is) a professor in the art department there.
Another great art school is NSCAD (Nova Scotia College of Art and Design) where you get a bachelor's degre through Dalhousie University but you do almost all your courses at NSCAD. The positions there are highly sought after.
But if Toronto is as far as she wants to travel then she should apply to York and Ryerson.

I stand to be corrected, but I think it's 12 months of physical residence (irrespective of visa status) in Ontario. Basically non-resident fees apply for the first academic year.

It could well be 12 months...it didn't apply to my daughter because she was a US resident. I think there is a difference between non resident fees and international student fees. The first being a resident of another province...the second being a resident of another country. International student fees are greater than non resident fees.
