as Dingbat said cannot find any reference to a rowing club proper but this is a link to the yachting club of Kelowna, someone there may know of an unofficial local group.

Other than the dragon boats, I don't recall seeing any rowers on the lake. I just may have missed them though! I took a look around the net too & didn't see any other active sites for rowing either.
