I will say that the recruitment agents I dealt with in Canada were far nicer than most of those I've ever dealt with in the UK though. I got my first long-term contract in Canada through a recruitment agent and a couple of months later they took me out for lunch on their cheque just to say thank you and to see how I was doing. That would pretty much never happen in Britain from my experience.

I wouldn't worry about it. I work in IT and I can tell you that the recruitment agents will try any trick to get you into a job because it means $ for them. Sounds like emotional blackmail to me. Like someone else said, don't over analyse it. Good luck in your job hunt.
Some good ones will occasionally realise that is a short sighted approach and is far from the best way to go but sadly those agents are the exception rather than the rule.
IT is a particularly bad area as well because most often the agents do not actually understand the job they are trying to recruit for so they will just run keyword searches and then contact anyone with that word somewhere in their resume.

It's not out of the ordinary here to use the same resume for multiple candidates, just flipping the name at the top. One might hope that the agents would keep track of their mailings but they don't; it's not unusual for multiple candidates for a position submitted by the same agent appear to have the exact same employment history.

Still it irritates me to keep seeing the same document with different names and obvious inconsistencies with reality; for example, a candidate with a Chinese name is unlikely to have attended university in India (that one got hired anyway).
