Andrew, this is for one of my friend and here is information about him:
He applied in Indpendent Cat to Buffalo From US
1 His Interview was conducted in March 2001 and Passed
it, FBI clearence submitted
2. Madicals done in Last week of April 2001
3 Recieved Request letter to pay ROLF July 9th 2001
4 ROLF Sent on July 13 by Fedex.
In how much time he can expect the Landing Papers?

Looks like any day now. If he would have paid ROLF earlier (just after the
interview or medicals) without waiting for request he would most likely have
landing papers already.
