Question about interview after March 31, 2003

Dear all experts,
According to the new immigration law:
"If you applied before January 1, 2002 and have not received a decision under the old selection factors by March 31, 2003, your application will be evaluated under the new factors with a pass mark of 70.
If you applied on or after January 1, 2002 and did not receive a decision under the old selection factors by June 28, 2002, your application will be evaluated under the new factors with a pass mark of 75."
I assume receiving a decision means interview waived or passed. So what about those interview cases waiting in queue in the offices like Detroit, New York, Seattle... if they don't get an interview before March 31, 2003, are they going to be evaluated under the new factors? If so, why is Buffalo still transferring interview cases to these offices, obviously they won't be able to finish the queue before March 31, 2003?

Hey guys,
I have the same (like) question for all of u.
If the person applied for immigraiton applicaion before Dec 17, but still waiting for interview.If the deadline for March 31 crosses for the old rules aplicable and interview schedule after 31 March and also by calculating point by new rules is less then 70 point.Is there is chance of rejecting the applicaton ?
All initial assesment have completed No additional document is asked, nothing specifed in assesment letter and file is transfered to consulte where interview has to take place. waiting for interview scheduling.
Please clarify me. Its making me confusion.
