Default Proof of citizenship and passport

Hi I have searched forums and can't seem to find the answer I am looking for so any help would be appreciated! I am in the process of sorting the application for my daughters Canadian passport (born in UK with Canadian father) so we are filling in the proof of citizenship form first. My questions are can we apply for the passport and proof of citizenship at the same time in the same envelope and which office do we send the applications to. I find it very confusing on the web as it is not clear if it is London or Canada. Thanks

For citizenship send to the following
Send your completed application form, along with all the documents on the checklist, to one of these addresses:

By regular mail
Case Processing Centre—Sydney
Grant Adults
P.O. Box 7000
Sydney, Nova Scotia B1P 6V6
Canada

By courier
Case Processing Centre—Sydney
Grant Adults
47­–49 Dorchester Street
Sydney, Nova Scotia B1P 5Z2

For passports
Submit your application at the nearest Government of Canada office that provides passport services in the country where you reside or are visiting. A list of Government of Canada offices abroad is available online at travel.gc.ca or consult your local telephone directory.
Offices authorized to process passport applications include: Canadian embassies
Canadian high commissions
Canadian consulates (except those headed by honorary consuls).

I have a feeling you would need that certificate in order to apply for the passport so you would need to wait for that to come back first anyway, is that right, FL?
