Question Professional Advice Please?

Perhaps someone would be kind enough to clarify the following for me.

I have just applied for a student visa from inside Canada. I am currently on a tourist visa and have applied to change this status through Seattle as I have been accepted on a course of study.

Once the student visa is finalised I want to apply for PR and I was assuming that I would have to apply outside of Canada, in the US or elsewhere in order to do this.

However, in another thread that talks about visitor and student visas', Andrew Miller made mention of...
"new law created in Canada landing class for those on student permits".

Does this mean that students now have a special way to apply for PR from within Canada whilst they are on their student visa?
