Possession of PR Card

My wife and kid will be landing on 16th through Albany, NY to Montreal border on 16th July, 05 however they have to leave from Toronto back to Pakistan on 26th July, 2005. My understanding is that at the time of leaving from Canada they will not receive the PR card when they will have to leave from Toronto. I heard that the airport security / airline will create problem for them while boarding from Toronto. Is it true or not !!!!!!!!! My wife and kid will not be coming back to Canada till next year. Please give me your views. !!!! Is there any latest change in rules of immigration.

There should be no issue with leaving Toronto, but to board the flight back into Canada later on they will require either the PR card or a travel document, as IIRC Pakistan is not a visa waiver country.
CIC dont worry about who is leaving Canada, they are only interested in whos coming in.

You said you will land to Montreal (QUEBEC).
Have you been accepted by Quebec and do you have a valid CSQ?
* If Yes, you can land into Quebec.
* If Not, do not attempt to enter Canada at a port of entry in Quebec.

No i dont have acceptance from Quebec . We will only try to land to Quebec as our cousin will be there and we will drive to Toronto after staying with him for 1/2 days at his place. At the port of entry in Canada we will give the Toronto address for delivery of PRC card . Please suggest.

After you land in Ontario (the closest NON-Quebec state to you), you can go wherever you want including Quebec.
This question about landing in Quebec has been asked and answered many times. If you do a search and type "land" or "landing" for example, you will come cross threads that would answer your question.

He needs to be aware that his wife will have to wait longer to become a Canadian citizen if she stays overseas, his children will be able to become Canadian citizens when he does. The residence rule does not apply to children.
It's usually better to ask immigration questions on the immigration forum.
