Under the new point system, how many points would one get for a 3-year bachelor's degree - 20 or 22?

If you have a Bachelor degree obtained after at least 15 years of education then
you'll get 22 points, if after 14 years of education then 20 points and if after 13
years of education then 15 points...

but for getting 22 points, i thought the point structure said:

"Two or more university degrees at the Bachelor's level AND at least 15 years of
completed full-time ..study"

Doesnt that mean you require BOTH the first part (Two or more university degrees) AND
the second part (at least 15 years of completed full-time ..study)?
