I know there is one near Vancouver City Centre skytrain where you walk past London Drugs towards The Bay.
it's opposite a shoe repair place

Addition-Elle. I think it is a country wide chain. If not they do mail order.

Reitmans is a chain with a plus size range. Their sizing went through an overhaul a couple of years ago and disenfranchised a lot of loyal customers.
Addition Elle is specifically plus size and deems itself trendy.
Penningtons is more mumsy but with a bigger range.
I believe all three of these brands are national and owned by the same company.
My size in Canada is 18. I've given up trying to buy jeans that are long enough and fit in North America. I just stock up in Marks & Spencer if I go on holiday.

+1 for Reitmans - or you could try Sears Plus Size Clothing (petite, big and tall) | Sears Canada Wallyworld also has plus size http://www.walmart.ca/en/clothing-sh...us-size/N-2106
Then there's Old Navy http://oldnavy.gapcanada.ca and Hudsons Bay http://www.thebay.com/webapp/wcs/sto...arel/plus-size ( which is a bit more expensive )
Don't forget the difference in UK size to Canada/US size. http://www.asknumbers.com/ClothingWomensConversion.aspx

You might also want to try Bodacious on Granville Island, though it might be more pricey than you're thinking.
I've heard good things about them, but never been to the store. This is from their web site .............. "Bodacious provides you with beautiful and luxurious fashions in sizes 10 to a curvy 24! Perfect fit, flattering styles, and oh-so-comfy fabrics! We are so excited to carry Joseph Ribkoff, Sympli Grand, Elk Fashions and Accessories, Fenini, Citron Silks, Chalet Designs & Chloe Angus Designs!"
Fashion Addition in Pacific Centre Mall has well known designers in styles you don't see in the other stores and not-so-well known ones. Can be a bit pricey, but also has good sales.
I used to buy a lot of my clothes in the Bay, but the Bay can be up and down as to how attractive I find the clothes for me. Do go to the Downtown store though ........ they have the largest selection.
Take a peek in Nordstrom's .......... I haven't been in there but I looked at their online catalogue and they seemed to have some very reasonably priced maxi skirts (which I was looking for at that time)
No Sears stores in Vancouver ......... you have to shop online
BTW .......... I find a difference in US sizing vs Canadian sizing in some makes

More thoughts for you
When the exchange rate is better, I shop online at Lands End and Eddie Bauer, especially in their Sale and Clearance Centres. Lands End hems trousers to length for FREE. Eddie Bauer doesn't carry many larger sizes in its stores in Canada but does have them online.
If you want something for a special occasion, take a look at some of the Consignment stores around tow .............. the consignment stores NOT the thrift stores. Unfortunately the one that was purely for Plus sizes went out of business some time last year, a victim I think of the development boom along Broadway. But others such as Turnaround often have a few plus sizes on the racks.

A bit of a trek I know but if you are across the border in Washington take a look at Lane Bryant
Plus Size Clothing | Plus Size Fashion & Clothes for Women | Lane Bryant
Wife uses them quite a lot when we are there.

Old Navy has a really good selection, The Bay as well but a bit more expensive. Joe Fresh can be a little hit and miss size wise. Banana Republic & H & M have more choice online than in store as does Nordstrom.
