My only experience of planning here is that about three years after we moved into our house, in the middle of February, we got a letter from the planning folks saying the deck had never been inspected after it was built and it had to be done NOW! So I got to spend a morning shovelling several feet of snow away from the deck supports so they could come over and spend thirty seconds looking at them before signing the paperwork.
Because clearly it was so important that, after waiting three years, they couldn't have waited another couple of months until the snow melted.
